Italian INPS Pension Life Certificate From Australia
Table of contents
Many INPS pensioners in Australia never receive a life certificate, because INPS exchanges data with Centrelink. If Citibank does send you its pack, sign the personalised form in front of a witness on Citibank's Australian list, such as an Italian consulate official, a patronato operator or a police officer, and return it. A notary is listed but rarely needed.
Key takeaways
- INPS pays pensioners abroad through Citibank N.A., which runs the yearly proof of life check.
- Residents of Australia are exempt where their data is exchanged with Centrelink. INPS says the exemption applies only if you also receive a Centrelink benefit.
- Your form is personalised. You cannot use a blank form, a photocopy or someone else's.
- Citibank's list for Australia includes consulate officials, JPs, commissioners for declarations, police, solicitors, notaries and Centrelink. It does not list doctors, pharmacists or bank officers.
- Italian patronato operators in Australia can attest online, with no posting.
- If the form is not returned, one instalment is paid in cash through Western Union. If you do not collect it, payments are suspended.
Why are some Italian pensioners in Australia exempt, and others not?
INPS excludes from its check the pensioners who live in countries where it exchanges death information with a partner institution. Its list names Australia's Centrelink, alongside Germany's Deutsche Rentenversicherung and the Dutch SVB. In its September 2025 notice, INPS again exempted residents of Australia whose data is exchanged electronically with Centrelink.
The detail that matters is on INPS's own explanation page. It says the exclusion covers only pensioners who also receive a payment from the listed institution. If you receive an Italian pension but no Centrelink payment, Centrelink has no record to exchange, so you may well receive a pack. Many people assume "Australia is exempt" and ignore the envelope. That is how payments get stopped.
INPS also exempts pensioners who personally collected a pension payment at Western Union during the cycle, and those whose payments are already suspended. Whatever your situation, the pack itself is the signal. If it arrives, act on it.
When does the check reach Australia?
Citibank runs the check in two phases, grouped by where pensioners live. The first covers the Americas, Asia, the Far East, Scandinavia and Eastern Europe. The second covers Africa, Oceania and the rest of Europe, so Australia falls in the second phase. In the 2025–2026 cycle, INPS announced the second phase would start in September 2025. Dates move from cycle to cycle, so rely on the date in your own letter rather than last year's.
What is in the Citibank pack?
INPS says the pack contains an explanatory letter with instructions, a list of supporting documents, contact details for Citibank's assistance service, and the attestation form itself. The form is personalised for each pensioner. Citibank's FAQ says it is printed in two languages, and you return only one version, in the language you choose. So an English reader does not need the Italian side translated.
Citibank asks for the form in block capitals and black ink, signed and dated. You attach a photocopy of a valid photo identity document, such as a passport or driver licence, which will not be returned. Citibank asks that you do not staple or bind the papers together, as that can slow processing. You then post everything in the pre-addressed envelope included in the pack. Send the original signed form, never a scan. The receiving body is Citibank, acting for INPS, so questions about the form go to Citibank first.
Who can witness the INPS form in Australia?
INPS calls the witness a "testimone accettabile", an acceptable witness. It means a representative of an Italian embassy or consulate, or a local authority empowered to confirm the signature. Citibank publishes the categories it accepts for Australia, New Zealand and Hong Kong. The witness must sign and stamp the form and complete the witness section.
The Australian list is built around public officials and legal roles. It includes Italian embassy and consulate officials, a consular correspondent, Justices of the Peace, commissioners for declarations and for affidavits, solicitors and legal practitioners, notaries public, magistrates and court registrars, police officers, local council officers and mayors, members of parliament and electorate officers, and Centrelink. That is a very different list from the UK's. It names no doctors, pharmacists, nurses or bank officers, so do not assume your GP will do.
One caution applies to JPs. The NSW Department of Communities and Justice says NSW JPs are not authorised under NSW law to witness documents for use overseas, including proof of life forms. Other states set their own rules. If you want a JP, ask first; otherwise a police officer, a council officer or a patronato operator avoids the question.
| Route | Who handles it | What you do | Posting needed? |
|---|---|---|---|
| Paper form with a listed witness | A witness from Citibank's Australian list | Sign in front of them, attach ID copy | Yes, in the pre-addressed envelope |
| Patronato attestation | A patronato operator authorised by INPS | Visit with your ID; they attest online | No |
| Italian consulate | Consular staff named by the Italian foreign ministry | Attend, or ask about the video call service | Usually no |
| Collect a cash instalment | A Western Union agent | Collect in person with ID when told to | No |
What is the patronato route?
A patronato is an Italian welfare advice office, and several operate in Australia. INPS says that since 2015 it has given Citibank a list of patronato operators in Canada, Australia, the United States and the United Kingdom whose qualifications under local law make them acceptable witnesses. Those operators can log in to a portal Citibank set up and confirm your existence electronically. For many pensioners this is the easiest route: no hunting for a witness, no envelope, and help in Italian.
Patronati can also print a fresh personalised pack through the Citibank portal if yours is lost. Operators who are not acceptable witnesses can still upload your completed and witnessed form electronically, instead of you posting it. INPS and the Italian foreign ministry have also set up a video call service with consular offices. Ask your nearest consulate whether it offers that for your case.
What happens if you miss the deadline?
INPS gives pensioners a fixed window, about four months, to return the attestation. If the check is not complete by then, Citibank pays one instalment in cash at a local partner, which is Western Union, instead of into your bank account. If you collect that payment in person, INPS treats the check as passed. If you do not, the bank suspends payment as a precaution from the following instalment.
That sequence gives you a second chance, but it is not a comfortable one. It means an unexpected trip to a Western Union agent with identification, and a gap in your usual bank payments. If you are in hospital or cannot get out, INPS says Citibank's assistance service can arrange alternatives for people with limited mobility, in hospital or otherwise unable to follow the normal route. Contact it before the deadline, not after.
Do you need a notary, a translation or an apostille?
Usually none of them. A notary public is on Citibank's list, so a notary can witness the form. But so can a police officer, a council officer or a patronato operator, and the patronato route needs no witness hunt at all. INPS does not ask for an apostille on the attestation, and the form comes in two languages. Our general guide to the proof of life certificate in Australia explains why these forms seldom need legalisation.
A notary becomes useful if a separate Italian matter asks for notarised papers, for example a power of attorney for property in Italy. That is a different process from the pension check. Smartraveller's notarial services page explains the roles of notaries and JPs, and our guide to notarising documents for Italy covers those cases.
What if the name on your ID does not match?
Italian records often use a woman's birth surname, while an Australian passport or driver licence may show a married name. Citibank's FAQ says that if you hold no photo ID in the name INPS pays you under, you should contact its pensioner support team. Do that before you visit a witness, because the witness will compare your ID with the form. Our guide to a name mismatch on your documents explains why these differences cause trouble elsewhere too.
How do you return the INPS life certificate from Australia?
- Open the pack straight away. Note the return date and check the name on the form.
- Choose your route. A patronato attestation online, or the paper form with a listed witness.
- Fill in one language version. Use block capitals and black ink, and leave the signature for the witness.
- Sign in front of the witness. They sign, stamp and complete their section.
- Attach a copy of your photo ID. Do not staple or bind the papers.
- Post it in the envelope provided. Keep your own copy of everything you send.
Common mistakes to avoid
- Assuming Australia is exempt. The exemption depends on also receiving a Centrelink payment.
- Asking your GP or pharmacist. Citibank's Australian list does not name health professionals.
- Photocopying the form. It is unique to you and cannot be shared or copied.
- Returning both language versions. Citibank asks for one.
- Stapling the ID copy on. Citibank says binding can delay processing.
- Missing the Western Union payment. If you are told to collect one, doing so keeps your pension running.
Here is an illustration, not a real case.
Rosa, who worked in Calabria before migrating to Adelaide, receives a small INPS pension but no Centrelink payment. She has heard that Australian residents are exempt, so the Citibank envelope sits on the bench for weeks. Her daughter reads the INPS rule, realises the exemption does not cover her mother, and books a visit to a local patronato. Before the visit, the daughter notices that Rosa's passport shows her married surname, while INPS knows her by her birth surname. She rings Citibank's support team, which tells them how to proceed.
At the patronato, the operator checks Rosa's passport and attests online during the visit, so nothing needs posting. The envelope that sat on the bench was the only warning she was going to get.
In short
INPS exempts Australian residents from its proof of life check only where Centrelink data covers them, which means you also receive a Centrelink payment. If a Citibank pack arrives, use the personalised form, sign it before a witness on Citibank's Australian list, and post it back, or let a patronato operator attest online. Doctors and pharmacists are not on that list, and no apostille is needed. For other Italian paperwork, our document notarisation page explains what a notary does.

Frequently asked questions
Are INPS pensioners in Australia exempt from the life certificate?
Some are. INPS exempts residents of Australia whose data is exchanged with Centrelink, but says this covers only people who also receive a Centrelink benefit. If a Citibank pack arrives, return it.
Who sends the INPS life certificate?
Citibank N.A., which pays INPS pensions abroad and runs the yearly proof of life check for INPS. The pack comes with a letter, instructions and a personalised form.
Can my doctor witness the INPS form?
Citibank's list of acceptable witnesses for Australia does not name doctors, pharmacists or bank officers. Use a listed witness, such as a police officer, council officer, consulate official or patronato operator.
Can a JP sign my INPS life certificate?
Citibank lists Justices of the Peace for Australia. But NSW says its JPs are not authorised to witness overseas proof of life forms, and other states set their own rules. Ask the JP first.
What is a patronato and can it help?
A patronato is an Italian welfare advice office. INPS has authorised some patronato operators in Australia as acceptable witnesses, and they can attest your existence online through Citibank's portal.
Can I photocopy the form for my husband?
No. Each form is personalised and cannot be shared or photocopied. If a form is lost, Citibank's support team or a patronato can provide a new one.
What happens if I do not return it in time?
Citibank pays one instalment in cash through Western Union. Collecting it in person completes the check; if you do not collect it, payments are suspended from the next instalment.
Does the INPS form need an apostille?
No. INPS relies on its list of acceptable witnesses, not on legalisation. A notary is on the list, but other listed witnesses are just as acceptable.
Do I need the form translated?
Usually not. Citibank's FAQ says the pack includes the form in two languages, and you return only one version in the language you choose.
What if my passport shows my married name?
Contact Citibank's pensioner support team before you visit a witness. Its FAQ covers pensioners whose photo ID does not match the name INPS pays them under.
