Wangaratta's best-known migrant story is Italian. The council's own tourism site calls the nearby King Valley "a little piece of Italy". For families with Italian roots, that often means paperwork: Italian citizenship applications, property or inheritance documents, and certificates for relatives in Italy. This guide covers how to get documents notarised and legalised from north-east Victoria, and when a free JP will do.
Wangaratta and the Rural City of Wangaratta
Wangaratta is the centre of the Rural City of Wangaratta. According to Victorian Places, the municipality was formed on 18 November 1994 from Wangaratta city, Wangaratta shire, most of Oxley shire and parts of three others. It was first called Milawa shire and was renamed in June 1995. It covers about 3,631 km² and includes Glenrowan, Springhurst, Whorouly and Whitfield.
The city sits where the Ovens and King rivers meet. Victorian Places says the name is reputedly from an Aboriginal word meaning "cormorant's resting place". Settlement began in 1838 with a punt at Ovens Crossing. Wangaratta became a borough in 1863 and a city in 1959. The railway to Melbourne and Wodonga opened in 1873. The Anglican Holy Trinity Cathedral followed the creation of the diocese in 1902, and its compound remains one of the city's main heritage assets. Through the 20th century the local economy leaned heavily on textile mills.
At the 2021 Census the Rural City had 29,808 residents, with a median age of 45. 84.6% were born in Australia and 89.0% spoke only English at home. Italian was the most common other language (1.4%), and Italy was the second-largest overseas birthplace after England. Hospitals employed 7.6% of working residents, against 4.6% across Victoria. Specialised beef cattle farming employed 2.6%, against 0.3% statewide.
Popular places and things to do
- The Wangaratta Festival of Jazz and Blues, held each November in town and at nearby wineries, according to Visit Victoria. Victorian Places dates the festival to 1990.
- Glenrowan, where the council's tourism site invites visitors to learn about the Ned Kelly Gang and hike in the Warby-Ovens National Park.
- The Ovens River, which Visit Victoria notes runs right through town, and the city's performing arts centre.
Local food and wine
This region has real produce to talk about:
- King Valley. Visit Victoria describes a Prosecco Road of family wineries growing Italian varieties: prosecco, nebbiolo, sangiovese and barbera. It links them to the valley's Italian migrant history.
- Milawa. Its producers include Milawa Cheese Company, Milawa Mustards and Milawa Bread. Visit Victoria suggests cycling between farm gates for cheese, nuts, trout, honey and olives.
Italian documents and other overseas paperwork
- Italian citizenship by descent. Applicants usually need Australian birth, marriage and death certificates for the family line. These are often apostilled and translated into Italian. Original Victorian registry certificates can generally go to DFAT without a notary. Confirm with DFAT, and check what the Italian consulate asks for before ordering anything. Our Italian citizenship guide covers the process.
- Documents for use in Italy, such as powers of attorney for property or inheritance. These are private documents, so they must be notarised before DFAT can legalise them. Check Italy's current status on the HCCH table on the day.
- Translations. For Australian agencies, use a NAATI-certified translator. The NAATI Online Directory lists Italian translators, and certification is national, so the translator need not be local. For a translation going to Italy, ask the receiving office whose translation it accepts. For DFAT to legalise a translation, every page must show the translator's name, signature, NAATI seal and practitioner ID, and the date.
Getting a document notarised and legalised from Wangaratta
- Ask the receiving authority what it needs. DFAT will not advise on this.
- Find a notary. In Victoria, public notaries are appointed by the Supreme Court of Victoria. The Society of Notaries of Victoria publishes a find-a-notary listing. Bring the original document and photo ID. A notary cannot certify a scan.
- Lodge with DFAT. The nearest counter is the Australian Passport Office in Melbourne, by appointment, and someone can attend for you. From the north-east, registered post is often easier: send your documents to DFAT's Authentications Section at its Melbourne or Sydney GPO box (addresses on Smartraveller), with a self-addressed registered post envelope. DFAT does not publish a fixed processing time.
When a JP is enough
A Justice of the Peace can certify copies, witness statutory declarations and affidavits, and certify identity for Australian purposes. That includes certified copies for Home Affairs. Victorian JPs are volunteers who cannot charge. You can contact a local JP, or walk into a Document Signing Station at a police station, library or council office during its rostered hours. Remote JP witnessing can be booked through the Royal Victorian Association of Honorary Justices.
A JP's certification is not accepted overseas and cannot be apostilled.
Frequently asked questions
Is there a notary near me in Wangaratta? We do not list individual notaries. Search the Society of Notaries of Victoria's listing, and ask whether a remote appointment would be accepted by your receiving authority.
Do my grandparents' Victorian certificates need a notary for Italian citizenship? Usually not. Original registry certificates can generally be apostilled by DFAT directly. Confirm with DFAT and the consulate.
Can a Wangaratta JP certify documents for Italy? No. For overseas use you need a notary, or DFAT directly for original public documents.
